Patriots ministry tiers fines for job-reporting violations

The Ministry of Patriots and Veterans Affairs said it will begin imposing graduated fines on institutions that fail to report employment data for national merit recipients. The revised presidential decree takes effect August 25, 2026, replacing a previous system that levied a uniform penalty regardless of how many times an organization violated its reporting duties.

The change aims to improve the appropriateness of administrative fines by addressing operational gaps in the current system where even first-time offenders faced the maximum penalty. Under the new rules, agencies found in breach of their obligation to submit job-placement information will face fines ranging from 1 million won to 3 million won depending on the number of prior offenses.

The revision amends Appendix 11 of the existing enforcement decree to codify the new calculation method for determining the frequency of violations when assessing administrative fines.

Any fines issued for violations occurring before the enactment of this decree will still count toward the total number of offenses when calculating penalties under the new tiered structure.
