The health ministry said Thursday it convened a regional forum in Hongseong, South Chungcheong Province, to hear from island and coastal residents and medical staff about gaps in access to care, with hospital ships cited as a vital service in a region where geography and sea transport make clinics hard to reach.

The Ministry of Health and Welfare and its medical innovation committee held the session at the Hongseong county health center, the seventh in a series of regional consultations that began in February. Officials, residents and frontline health workers took part.

For South Chungcheong's island and coastal communities, the hospital ship and visiting medical teams carry much of the burden of routine care, and the meeting examined how those services operate as well as the difficulties residents face in reaching treatment, arranging continuing care and handling emergencies.

The first part of the forum shared the results of a citizens' panel on reviving regional and essential medical services held in July and used those findings to open a wider discussion of local problems and possible fixes. The second focused on improving access in island and coastal areas, covering hospital ship operations, mobile clinics, essential and emergency care, and coordination among medical institutions.

"Because medical resources and residents' conditions for using care differ from region to region, it is important to build a service delivery system that takes account of local characteristics and residents' needs," said Sohn Young-rae, head of the medical innovation task force.

Sohn said the opinions raised at the meeting would be reviewed and reflected in the reform discussions.

The ministry and the committee also plan a second citizens' panel on Nov. 7-8 at Seoul National University's Siheung campus, on strengthening end-of-life medical care and support, including the life-sustaining treatment decision system.
