National Fire Agency expands data collection for faster emergency response

The National Fire Agency said it will begin collecting detailed structural and environmental data from buildings to ensure smoother and more rapid firefighting operations. The revised enforcement rules of the Basic Fire Service Act take effect Sept. 3.

Under the new regulations, fire officials will survey specific items including the status of building entrances and evacuation facilities, as well as the location and storage conditions of explosive objects like lithium batteries, special combustibles and other dangerous materials. The scope also covers road and traffic conditions in surrounding areas that could impact access during an emergency.

The agency intends to conduct these data surveys alongside existing fire safety inspections or supervision of fire drills and education programs. However, the rules allow for standalone surveys if changes to a building's structure or usage necessitate updated information.

In such cases, the head of the local fire headquarters or fire station must consult with the relevant party to agree on a survey date at least one day before starting the work.

These measures follow an amendment to the Basic Fire Service Act promulgated on June 2, which mandated the creation of a framework for collecting firefighting data. The Ministry of the Interior and Safety stated the revisions aim to specify necessary information regarding the structure, purpose and location of fire targets, as well as the surrounding environment, to facilitate efficient fire activities.
