Science ministry says Korea shaped AI section of revised ITU radio monitoring handbook
The Central Radio Management Service said Korea served as rapporteur for the handbook's new process and analysis section, embedding AI-based monitoring procedures in the international guideline.

South Korea's science ministry said Monday that a revised edition of the International Telecommunication Union's radio monitoring handbook, incorporating Korean work on artificial intelligence-based signal analysis, was published on Oct. 22.
The Central Radio Management Service, an agency under the Ministry of Science and ICT, said the new edition of the ITU Radiocommunication Sector (ITU-R) handbook is the first full revision since 2010, broadening its scope to cover data processing, analysis, system integration and automated operations.
Korea served as rapporteur for Section 4.5, "Process and Analysis," and contributed to structuring signal processing and AI-based analysis procedures. Two researchers at the Electronics and Telecommunications Research Institute, Kim Byung-chan and Kim Kang-hee, took part. The agency supported the revision through the Korea ITU Research Committee and an internal study group.
Working Party 1C under ITU-R Study Group 1 led the revision, with member states discussing an update from 2019 and Study Group 1 giving final approval in June 2026.
"The revised handbook specifies the direction of data processing, intelligent analysis and automation in radio monitoring to respond to an increasingly complex radio environment," said Choi Jun-ho, head of the Central Radio Management Service. "We will review its domestic applicability and use it in training, equipment operation and work-process improvements, while continuing international cooperation and technology sharing."
The new edition is available on the ITU website for anyone to download.
