Interior ministry touts AI tool built by a civil servant to monitor live Assembly and Cabinet sessions
A working-level official used conversational coding with a generative AI model to build a service that alerts staff when keywords are mentioned in live broadcasts of parliamentary and Cabinet meetings.

The interior ministry said that a working-level civil servant has built an AI-based monitoring service for parliamentary and Cabinet proceedings. The service, called Gukjeong ON, watches live broadcasts of National Assembly and Cabinet meetings and alerts users when keywords tied to policies, agencies or projects come up, then sorts the main remarks by topic.
Officials handling Assembly and Cabinet business had no way of knowing when a remark relevant to their work would be made, so they kept the live feed running and watched. The official who did that job defined the problem and built the needed functions personally, using conversational coding — writing and revising code by talking to a generative AI model in plain language.
After a meeting, users can compare the sorted summary against the official minutes, draft topic-by-topic reports from the accumulated material, and, where a discussion leads to a bill, follow what happens to it afterwards. The ministry said the change lets staff check and judge the relevant content when the moment arrives instead of watching until it does.
"Gukjeong ON is meaningful in that a civil servant with a deep understanding of the work used AI to directly improve an inconvenience felt in the field," said Hwang Kyu-chul, head of the ministry's AI Government Office. He said he hopes attempts by officials to apply AI to their own duties and change how they work will spread through the public service.
Kim Min, a deputy director in the Public AI Innovation Division who built the service, said she wanted to ease the strain of monitoring live broadcasts while waiting for relevant remarks. "I hope AI will reduce repetitive work and let us focus more on reviewing and judging policy," she said.
The service is running at kjon.aigov.go.kr and will be refined as it is used in actual work, the ministry said. It is supported by the AI Government Lab, a programme the ministry has run since July to help officials use conversational coding and AI agents to improve manual and repetitive tasks themselves. In September the ministry drew up a plan to encourage and spread direct AI development by civil servants, under which the lab will be extended to the government work network and provide AI coding tools, development environments and GPUs.
