Interior ministry adds integrated city mayor to ferry licensing rules

The interior ministry said Thursday it has revised the enforcement rule of the ferry and boat business act, adding the mayor of an integrated special city to the list of local government heads named in the regulation.

Under the revision, Article 19, Paragraph 2 now lists special city mayors, integrated special city mayors, metropolitan city mayors, special self-governing city mayors, provincial governors and special self-governing provincial governors, the ministry said. Naming the officials explicitly makes it easier for the public to identify which office handles an application.

The rule also revises the jurisdiction fields on nine application and report forms, detailing the names of the competent authorities and adding a body responsible for ferry and boat operations within the Seoul metropolitan government's Han River management work. The affected forms are Nos. 2, 3, 4, 5, 9, 16, 17, 20 and 21.

Separately, Form No. 11, used to notify an administrative penalty, now carries guidance on the right to object. The notice must state that a request for reconsideration may be filed within 30 days of receipt under Article 36 of the Framework Act on Administrative Law, and that the notice stands regardless of whether such a request is made.

The amendment, promulgated as Ministry of the Interior and Safety Ordinance No. 646, took effect on the day it was announced, Oct. 8.
