Land ministry exempts national security buildings from design competition rule
A presidential decree revision excludes buildings designated or slated to become national security facilities from the preferential design-competition requirement, effective immediately.

The land ministry said Tuesday that buildings designated or scheduled to be designated as national security facilities will in principle be excluded from the requirement to give priority to design competitions when ordering architectural design work.
The exemption is intended to address shortcomings in the operation of the current system, the ministry said, without specifying further.
The change comes under a partial revision to the enforcement decree of the Architecture Services Industry Promotion Act, approved by the Cabinet and promulgated as Presidential Decree No. 36745. It took effect on the day of promulgation, Oct. 6.
A public institution's head may still apply the competition method to an exempted building after consulting with the National Intelligence Service chief and the head of the agency overseeing security management of national security facilities.
The revision also renames the task instruction document used in the process, changing "task directive" to "task performance request."
The decree was promulgated by President Lee Jae-myung and countersigned by Prime Minister Han Sung-sook and Land Minister Hong Ji-seon.
