Interior ministry launches third F5 program to refresh civil service culture

The interior ministry said Friday it has launched the third phase of its Organizational Culture Refresh (F5) program.

A kickoff ceremony and workcation took place in Suncheon, South Jeolla Province, on September 17 and 18, drawing 97 participants from central and local governments. Attendees focused on defining key requirements for effective handover manuals and shared departmental reporting methods to establish a more efficient culture.

"Through this kickoff ceremony and workcation, we were able to confirm the passion and diverse ideas of junior civil servants regarding organizational culture innovation," said Park Hee-geon, director of the administrative systems division at the ministry. "We will actively reflect practical opinions from the field to ensure the public sector evolves into a healthier and more vibrant workplace."

The new phase builds on outcomes from F5 Phase 2, which identified critical tasks including a ban on dumping unwanted duties or miscellaneous chores onto new employees and the establishment of systematic handover protocols. These measures were incorporated into a comprehensive plan for working style and organizational culture innovation that was disseminated to all government agencies in May.
