Labor ministry moves to require qualifications for logging work

The labor ministry said July 30 it will require workers to hold specific qualifications before performing logging tasks. The proposed revision to the Rules on Employment Restrictions for Harmful and Dangerous Work also clarifies regulations regarding de-energized high-voltage line operations.

Logging operations face unique safety challenges because work periods are often short and sites are located deep in mountains, making government supervision difficult. To address these gaps, the government intends to periodically review logging permits filed with the Korea Forest Service and local municipalities to expand on-site inspections and minimize safety blind spots.

Ryu Hyun-chul, head of the Industrial Safety and Health Bureau at the ministry, emphasized that adherence to proper work methods is critical given the elevated risk of accidents in logging. "The Ministry of Employment and Labor will continue to inspect field conditions and collaborate with related agencies to supplement existing safety systems where necessary," he said.

Kim Bu-hee, the ministry's industrial safety prevention policy officer, pledged to strengthen technical and financial support to prevent serious disasters at logging sites. She noted that unannounced safety inspections will increase specifically during winter and spring.

The ministry is accepting public comments on the draft amendment until Sept. 8 through the online legislation center or via email and fax.
