Labor ministry seeks public input on revised workplace risk assessment guidelines

The labor ministry announced Wednesday it is seeking public comments on a draft revision of its guidelines for workplace risk assessments.

The revision aims to establish detailed criteria for risk assessment methods and timing delegated under the Industrial Safety and Health Act and its enforcement rules.

Under the proposed rules, contractors and subcontractors must jointly perform risk assessments, with clearly defined stages for worker and representative participation. Employers would also be obligated to conduct a comprehensive reassessment of the entire workplace following any serious accident, alongside regular periodic evaluations.

The draft details methods for sharing outcomes with employees, including safety education sessions, explanatory meetings and postings within the facility, while requiring immediate disclosure to new hires. It also clarifies retention periods for electronic records and streamlines the process for employers who voluntarily cancel their certified status by waiving certain explanation opportunities.

Interested parties may submit written opinions detailing support or opposition to specific items to the ministry until Oct. 13 via mail or email.
