Labor ministry launches statutory committee for public sector workers

The labor ministry said Friday that the Public Employees Committee officially launched, marking the first day of enforcement for the law establishing the panel. The statutory body replaces a previous advisory group with a stronger legal foundation under the Prime Minister's Office to deliberate on employment conditions for public sector workers.

Unlike the first committee, which operated based on a prime ministerial directive, the new panel derives its authority directly from legislation enacted in February. This shift from an instructional basis to a statutory one provides a more stable foundation for negotiations.

The scope of workers covered has expanded significantly. While the previous iteration focused primarily on direct public employees and fixed-term workers, the new mandate includes dispatched workers and those employed through subcontracting arrangements. Membership now reflects this broader focus, moving away from a government-only composition to include representatives from labor unions and independent experts alongside officials.

Im Gi-geun, the committee chair, leads the body with the head of the Government Policy Coordination Office serving in the role to strengthen inter-ministerial coordination. To ensure field voices are reflected while maintaining policy consistency, the structure features a four-tiered system comprising the main committee, a working committee, a development council and sector-specific councils.

During its inaugural meeting held immediately following the launch ceremony at the government complex in Seoul, members approved draft plans for operations, rules of procedure and the composition of the working committee. Subordinate committees will be formed rapidly to begin organizing specific discussion tasks.

The launch event drew high-level attendance, including lawmakers Kim Ju-young, Lee Yong-woo and Jung Hye-kyung from the National Assembly's Environment and Labor Committee, as well as the heads of the two major union federations, the Federation of Korean Trade Unions and the Korean Confederation of Trade Unions.

"The launch of the Public Employees Committee has established a stable dialogue system to continuously discuss employment and treatment issues for public sector workers," Im said. "We will strive to become a model case of social grand compromise where labor, government and experts gather to reach agreements."
