Land and ocean ministries align logistics certification with electronic data rules

The land and ocean ministries said they have revised rules governing the certification of excellent logistics enterprises to align document verification procedures with South Korea's Electronic Government Act. The amendment replaces the requirement for applicants to submit business registration certificates with a mandate to verify business registration statements through shared administrative data systems.

The change addresses a procedural mismatch under current law, where business registration certificates are not included in the list of documents eligible for inter-agency electronic sharing. By shifting to business registration statements, which are approved for information sharing, the ministries aim to streamline the authentication process in compliance with Article 36, Paragraph 1 of the Electronic Government Act.

Issued as Ministry of Land, Infrastructure and Transport Decree No. 1624 and Ministry of Oceans and Fisheries Decree No. 822, the order was signed by both ministers and will take effect on Sept. 15, 2026. The revision specifically modifies Article 3, Paragraph 2 of the Rules on Certification of Excellent Logistics Enterprises, substituting "business registration certificate" with "business registration statement." It also corrects a cross-reference in Article 8, changing "Article 8, Paragraph 4" to "Article 7, Paragraph 4," and updates attached forms to require the new statement if the electronic verification system cannot retrieve the necessary data.
