Land ministry revises 25 decrees to fix legal inconsistencies

The land ministry said it revised 25 presidential decrees under its jurisdiction to improve the consistency of the national legal system. The omnibus amendment, designated as Presidential Decree No. 36689, addresses procedural mismatches and citation errors that had accumulated across various regulations.

A primary focus was aligning procedures for demanding and collecting surcharges with those stipulated in higher-level statutes. The ministry also corrected errors in cited articles that occurred when other laws were amended without corresponding updates.

Among the specific changes is a revision to the enforcement decree of the Landscape Architecture Industry Promotion Act. The update corrects a citation error regarding the Act on the Management of Public Institutions, changing the reference from Article 5, Paragraph 3 to Article 5, Paragraph 4. It also refines the language defining the date of repeat offenses, specifying the day a violation is detected rather than the day it was committed.

The package includes amendments to other decrees, such as the Special Act on the Construction and Operation of Bus Rapid Transit Systems, to resolve discrepancies between subordinate regulations and their parent laws.

The revised decrees take effect from September 15.
