Interior ministry establishes framework for integrated local subsidy network

The interior ministry established a comprehensive regulatory framework to systematically manage and operate an integrated network for local government subsidies. The rule, which took effect upon promulgation on July 31, 2026, mandates that all processes involving the application, grant, execution and settlement of local subsidies be conducted through this unified digital system.

Under the new regulation titled Rules on the Management and Operation of the Integrated Local Subsidy Network, the minister is required to ensure that subsidy data is managed according to execution types. A core function of the network involves implementing specific measures designed to prevent recipients from obtaining funds through duplicate applications or fraudulent means.

The ministry also stipulated strict security protocols to ensure that information processed within the network cannot be forged, altered, damaged or deleted.

This regulatory move follows an expansion in May 2026 of the Botam-e dedicated card, a key component of the integrated network. The ministry broadened the scope of the card's usage to include regional financial institutions such as Saemaeul Geumgo, credit unions and fisheries cooperatives.
