The land ministry said it has revised rules to allow large-scale apartment complexes developed through urban renewal projects to be managed jointly without restrictions on the total number of households. The amendment to the Enforcement Rules of the Apartment Housing Management Act takes effect immediately.

Under the previous regulations, jointly managed complexes were generally limited to 1,500 households. The new rules remove this ceiling entirely for complexes completed through specific urban redevelopment or public housing composite business projects, including cases where a mandatory management complex jointly manages with an adjacent one containing fewer than 300 households.

The ministry also introduced strict management criteria for mechanical parking facilities. Management bodies must ensure that any replacement of mechanical parking systems adheres to structural and equipment standards, while broken units must be repaired without delay. If a system is removed or taken out of service, the manager is required to secure a number of parking spaces equivalent to the legal requirement.

For existing complexes equipped with auto-valet parking devices installed before the rule change, managers have a six-month grace period to establish or adjust their long-term repair plans to meet the new standards.

To strengthen accountability in construction quality, the revision empowers the Defect Dispute Mediation Committee to demand corrections from project entities. If the committee finds that a defect repair confirmation document lacks essential information, it can order the developer to supplement the record within up to 15 days.
