The National Assembly passed a revised Software Industry Promotion Act that mandates task review committees when public software projects reach certain milestones. Proposed by Rep. Lee Hae-min and 12 co-sponsors on November 27 last year, the amendment addresses difficulties in convening committees when project tasks change.
Under current law, contractors must request committee meetings to adjust contracts when project tasks change, but there have been instances where government bodies did not accept requests or failed to reflect panel decisions in contracts. The new legislation requires automatic convening of review panels once a project achieves defined progress levels, though the Minister of Science and ICT may simplify review procedures for specific types of projects.
A key provision obligates government agency heads to secure necessary budgets following committee approvals. The legislation, identified as bill number 2214631, was referred to the Science, Technology, Information, Broadcasting and Communications Committee and passed the plenary session with modifications on the 23rd.
