Science ministry joins IAEA initiative to advance offshore nuclear power

The science ministry said Wednesday it is stepping up international cooperation to lead the emerging era of offshore nuclear power, driven by rising global concerns over climate change and energy security. First Vice Minister Gu Hyeok-chae attended the launch ceremony for ATLAS in Washington D.C. as South Korea's chief representative to discuss global standards and collaboration directions.

The International Atomic Energy Agency established the Atomic Technologies Licensed for Applications at Sea framework to support safe and responsible use of marine atomic energy. The system facilitates cooperation between nuclear and maritime organizations to develop safety protocols, legal regulations and international standards required for deploying floating reactors and nuclear-powered vessels.

South Korea aims to secure future growth engines in this sector by developing small modular reactor ships under its K-Moonshot project. The government has selected SMRs as one of seven strategic seed technologies and plans to complete comprehensive ship designs and begin construction by 2035. To reach this goal, the country will pursue basic design, major equipment verification and core technology development in stages while simultaneously establishing necessary infrastructure and training specialized personnel.

Gu highlighted the country's accumulated experience in nuclear plant design and world-class shipbuilding capabilities during his keynote speech. He emphasized that building international trust is as critical as technological development for the successful adoption of offshore nuclear solutions, pledging active participation in international discussions on safeguards and regulatory systems.

"Offshore nuclear power is a field that will open new possibilities for future energy and marine transport," Gu said. "Through ATLAS, South Korea will work with the international community to create a safe and responsible future for offshore nuclear energy."
