Labor ministry announces construction training partnership for vulnerable groups
A three-way partnership will pair living-space improvements for vulnerable groups with construction training, field placements and job links for young people in self-sufficiency programs.
The labor ministry said Thursday the Construction Workers Mutual Aid Association had formed a partnership linking living-space improvements for vulnerable groups with construction-skills training and job placement for young people in self-sufficiency programs. The agreement is intended to help establish a foundation for self-reliance among vulnerable groups while strengthening the system for training construction skilled workers.
The memorandum of understanding brings together the association, the Korea Association of Self-Sufficiency Centers and the Korea Central Volunteer Center.
The association will finance living-space improvements, arrange on-site placements for construction-skills graduates and help young people enroll in courses and connect with jobs. The self-sufficiency association will identify living spaces, help select projects, provide follow-up support and promote training. The volunteer center will recruit volunteers for living-space improvement projects and guide graduates toward volunteer opportunities.
Regional training institutions, self-sufficiency centers and volunteer centers will establish a cooperation network under the plan. Construction-skills training participants will be linked to living-space-improvement projects for on-site placements aimed at building practical skills, while the three groups also plan to publicize results jointly and identify exemplary cases.
As of January 2026, the Ministry of Employment and Labor counted a 21-month decline in construction employment. "This agreement is significant as a new collaborative model that links social-contribution activities to improve housing conditions for vulnerable groups with the training of construction skilled workers," said Jang Geon, chairman of the association.
