Food and Drug Safety Ministry posts cosmetics safety video

The food and drug safety ministry said it posted an online guidance video to help cosmetics businesses prepare for the phased introduction of mandatory safety assessments from 2028.

The video has been available since Aug. 13 through the Cosmetics Safety Assessment Support Task Force website and can be watched at any time by industry workers and other interested viewers. It explains how to draft safety assessment reports under the ministry's guidelines and describes government support programs. It also covers the system's background and implementation progress, and how to use the website. The ministry developed it after businesses in customized consultations that began in April said case examples made the system easier to understand. As of July 31, it had provided consultation on preparing assessment materials to 588 small cosmetics sales companies. The ministry said it would "continue and expand" support reflecting feedback from the field.

The ministry opened the website in July with sections on the program, consultation applications and their status, domestic and international safety regulations, and frequently asked questions.

Safety assessments evaluate whether cosmetics are safe for human use under normal or reasonably foreseeable conditions. They will become mandatory in stages from 2028, with timing determined by production and import scale and product category. The initial requirement will cover functional cosmetics reviewed or reported after Dec. 30, 2025, and expand to all products in 2031. Assessment files will need information on raw-material composition, toxicity, impurities, instructions for use and adverse events. Businesses must retain the material through one year after a product's expiration date.
