Hanwoo industry decree takes effect

The Hanwoo industry decree took effect. The decree implements a law enacted for the sound development of the Hanwoo industry and the stabilization of Hanwoo farmers' business operations.

The decree requires five-year comprehensive and annual implementation plans. The first comprehensive plan is due by June 30, 2028, and the first annual plan by Nov. 30, 2028. Both plans must undergo deliberation by the Hanwoo Industry Development Council.

Hanwoo farmers can qualify for slaughtering and shipment incentives when they slaughter and ship cattle aged at least 20 months during periods set by the minister, provided the activity is verified through the livestock and livestock-products identification register. Applicants must apply during a period set by the minister, who will verify eligibility and determine whether to pay the incentive and its amount.

Management-improvement funding is limited to farmers whose income from Hanwoo production or breeding has fallen from the previous year and who lack adequate financial assets to repay debt incurred for Hanwoo production or breeding. Applicants must submit a management-improvement plan and required documents, and the minister will assess the plan's specificity and feasibility before deciding on support and its amount. The rules also define businesses subject to limits on participating in Hanwoo production, including large companies, medium-sized for-profit businesses and firms affiliated with designated corporate groups.
