Ministry of Finance and Economy imposes duties on PVC imports

South Korea's Ministry of Finance and Economy has imposed anti-dumping duties of 25.79 percent to 31.55 percent on PVC paste resin imports from Germany, France, Norway and Sweden.

South Korea's Ministry of Finance and Economy on Aug. 5 imposed anti-dumping duties of 25.79 percent to 31.55 percent on PVC paste resin imports for five years following an anti-dumping investigation.

The duties apply to imported PVC paste resin from Germany, France, Norway and Sweden from Aug. 5, 2026, through Aug. 4, 2031, as stipulated in the rule, the ministry said. The newly established Ministry of Finance and Economy rule was promulgated and immediately took effect on Aug. 5, according to the ministry.

The Ministry of Trade, Industry and Energy's Trade Commission began an investigation last August after accepting an anti-dumping investigation application from Hanwha Solutions, the Ministry of Finance and Economy said. That investigation confirmed that the covered imports were dumped and caused material injury to the domestic industry, meeting the conditions for additional anti-dumping duties, the ministry said.

Under the Customs Act, additional anti-dumping duties may be imposed to protect the domestic industry when foreign products are imported below normal prices and cause or threaten material injury.

PVC paste resin is a powdered plastic raw material that is processed into a dough-like state after it is mixed with plasticizers, according to the ministry.

The material is also used in artificial leather, wallpaper, flooring materials and gloves, according to product details provided by the Ministry of Finance and Economy.
