Military incentives extended to short-term NCOs

A revision of the defense ministry's incentive rules expands eligibility and sets repayment and reconsideration procedures.

Eligibility for military incentives has been extended to noncommissioned officers on short-term service.

The full revision implements amendments to the Military Personnel Act and its enforcement decree, both of which took effect Aug. 4. It establishes the timing for incentive payments to NCOs. The ministry said the overhaul also addresses shortcomings identified in operating the existing system.

An incentive recipient who is discharged or expelled before completing mandatory service must return the money. The rules detail the grounds that trigger repayment and those on which repayment may be exempted.

People who challenge a repayment decision may seek reconsideration through an application form. Applicants must submit the form through the chief of staff of their service or the Marine Corps commandant to the ministry's Central Military Incentive Repayment Review Committee.

The service chiefs and commandant must send their service's written opinion and related documents to the committee within 14 days of receiving a reconsideration request.
