The change addresses shortcomings in the operation of the existing system, which had required recall notices to appear only in general daily newspapers registered for nationwide distribution. The orders apply when public-health risks arise involving livestock products in distribution.
Businesses receiving a disclosure order must promptly publish an emergency recall notice through either type of outlet. They must also ask the minister to post the notice on a website linked to the information system under the Livestock Products Sanitary Control Act.
The ministry must post the notice promptly, but may decline to post it or stop an existing posting if all affected products have been recovered or their use-by date has passed. The revised publication method applies to emergency recall notices made after the decree takes effect.
