Korea turns Egypt visit into shipbuilding, energy and trade deals

South Korea used Egyptian President Abdel Fattah el-Sisi's state visit to sign cooperation documents across shipbuilding, clean energy, power infrastructure, social insurance and food safety, part of a push to make Egypt the gateway to North African and wider African markets. At the summit on Oct. 8, Industry Minister Kim Jung-kwan and Egyptian Industry Minister Khaled Hashem signed a shipbuilding cooperation memorandum of understanding covering green ship repair, workforce training and liquefied natural gas bunkering. The Climate, Energy and Environment Ministry signed two memorandums with Egypt's electricity and renewable energy ministry. One covers policy and information exchange on solar, wind, biomass, waste-to-energy and the peaceful use of nuclear power. The other covers transmission and distribution expansion, renovation of aging facilities, high-voltage direct current transmission and energy storage systems.

On Oct. 7, ahead of the summit, the industry ministry and Egypt's investment and trade ministry jointly held a business roundtable at the Lotte Hotel in Seoul. At the signing ceremony, Hyundai Rotem and Egypt's tunnel authority agreed to cooperate on a hydrogen tram project for Egypt's new administrative capital.

The Health and Welfare Ministry announced a social insurance agreement signed by Foreign Minister Cho Hyun and Egyptian Foreign Minister Badr Abdelatty. It exempts Korean workers posted to Egypt from paying Egyptian pension contributions for up to five years and lets both countries combine contribution periods, widening access to benefits. Korea requires 10 years of contributions and Egypt 15. The agreement needs parliamentary ratification in both countries and takes effect 90 days after the later of the two written notifications.

On the same day the cooperation documents were announced, the Food and Drug Safety Ministry ordered a recall of 2,710 kilograms of chamomile imported from Egypt by Shin Young Herb, a Seoul-based importer, after residues of the fungicides difenoconazole and propiconazole exceeded limits. Difenoconazole measured 0.05 mg/kg against a 0.01 mg/kg limit; propiconazole measured 0.09 mg/kg against the same limit. The product carries a consumption deadline of Feb. 1, 2028.

Both countries said they would move quickly. Kim said the two sides have built ties over three decades since establishing relations in 1995, and that the visit opened cooperation in advanced industries and infrastructure. Climate, Energy and Environment Minister Kim Sung-hwan said the memorandums widen energy cooperation and that the government would support Korean companies' overseas expansion. President Lee Jae-myung said the summit elevated the relationship to a "strategic partnership" through a joint statement. How fast the CEPA talks and the shipbuilding and tram projects move from documents to work remains open.
