South Korea's government is running an experiment in which it stops being the sole judge of its own conduct. Three ministries moved within days of each other to hand evaluation, disclosure and audit roles to outside bodies, in areas where the state has previously marked its own homework.

The Ministry of Climate, Energy and Environment said on Oct. 5 that it will run a pilot of an environmental impact assessment escrow system, in which the contractor that prepares the assessment for a project is chosen not by the project's owner but by a third party. The target is the environmental impact assessment for the Korea Water Resources Corporation's modernisation of the Daecheong Dam power facilities, to be posted on the utility's own procurement system on Oct. 6. The Korea Environmental Conservation Institute will score candidates on technical staff capacity, track record and administrative penalty history. The ministry plans at least two more pilots this year before drafting legislation for full adoption in 2027. "This pilot is the first step in reviewing the procedure, the effects and the field applicability of the escrow system," said Lee Chae-eun, director-general for nature conservation at the ministry.

The Ministry of Employment and Labor is testing its own version of exposure. On Oct. 7 it published another 117 accident investigation reports, covering 2023 cases whose court rulings have been finalised. The ministry had already released 51 reports on May 27, before the amended Occupational Safety and Health Act took effect on June 1, and those have drawn more than 50,000 page views in four months. The reports are drawn up after serious accidents by the Korea Occupational Safety and Health Agency or outside experts, covering how the accident unfolded, why, and how to prevent a repeat. The ministry built a dedicated board searchable by industry, scale, region and accident type, and says it will gradually release reports on cases still on trial after indictment, not only those with final rulings. Minister Kim Young-hoon said the goal is for companies to use real cases to prevent similar accidents.

The Ministry of Trade, Industry and Resources responded on Oct. 5 to an Oct. 3 Dong-A Ilbo report that the personnel director of the Korea Gas Safety Corporation knew his child had applied for a public recruitment round and did not report it within the deadline, and that the corporation's own audit confirmed this but resulted in only a light disciplinary measure. The ministry said it takes the matter very seriously and will closely examine the audit's handling and the appropriateness of the punishment, holding those responsible strictly to account if poor auditing or lenient treatment is confirmed. It will also conduct an exhaustive survey of all public institutions under its remit for hiring of relatives and conflict-of-interest disclosures. "We will root out hiring irregularities from the ground up, with the heart of a young person preparing for work and their family, and do our best to protect the fairness and trust of public institution hiring," Minister Kim Jung-kwan said in a Facebook message.

The gas safety corporation is a quasi-government body under the industry ministry and subject to the Conflict of Interest Prevention Act, which makes its unreported hiring link a compliance question as much as an ethical one.

What the government has not settled is how far the exposure goes. The environment ministry must still write the law that would make escrow permanent, and the employment ministry has not said when the first report on a case still on trial will appear.
